A good photoshop job would have started with better resolution photos. When the resolutions are different, you are going to see it's not real. That was the first giveaway. The second would be the color of the light. It was obviously sunnier where the Bush's were fishing than that photo of NOLA. And then, some retouching of skin tones and contrast. Maybe a little overlayed noise to gel the whole shot together... you know, basic photoshop skills...

I knew that was a hack job when I realized the absurdity of the picture.
But wait, coudldn't they possibly have been merely catching food for the hungry in N.O.? I mean thats a worthy effort, right?
